Do both tvs have to be on for the signal to go through?

Can i use this to connect an apple tv 4k to a dolby atmos soundbar and also a sharp 4k hdr television?

Is this only for dolby atmos? will it work for dts 7.1 or 5.1? what if i do not want atmos?
