They do not have a UL certification last I checked.

Is the app mandatory for setup? Or can it be done only with a local wifi hotspot (similar to Shelly devices)

The SOnOff Devices only work whit de app eWeLink, if you want to work on other app you need install a different firmware (hack the device).
