i am using htv vinyl and sign writing vinyl on craft robo lite cc300 using blue yellow and pink caps cant get settings right will this cut vinyl

Yes it will, it depends on which have, but should be set around 1 or 2. CC300 should be ok as well with blue tip, but possibly point of blade has gone

Is the holder the exact same thickness/width as the Silhouette Sketch Pens?

From what I have seen all you need to do is take out the blade and insert pen.

I do believe they are.Silhouette Blades are compatible with all models of CraftROBO and here below are the equivalents:To get the equivalent of the blue cap, rotate the blade to number 1; yellow cap = number 2; pink/red cap = number 3

Do these blades open for easy cleaning?

The blade should not need any cleaning over than a good puff now and then, however they can be open with the supplied ratchet but you would need to be very careful as the blade is very sharp and clean it with something like a soft brush.
