I suppose you could but you would have to take extra care as although the blade is tucked into the comb part, the metal itself could potentially hurt their skin. I am very careful, when using it on my dog, to keep the metal away from his skin. It is fairly effective at removing mats but does so by cutting them. It's a bit rough to say the least and it sometimes gets stuck in the hair. I prefer to use a comb and a bit of patience to be honest.
