If by German Silver you mean good quality Silverplate you can definitely use Goddard Silver polish to clean and shine. In fact I use it to clean my silver plated cutlery service only in cases where you are cleaning service that would be used for food make sure after you polish it to wash with warm soapy water and rinse and dry well before storing.
