I don't see a reason you cannot install it outside. If it is for an outdoor kitchen sink I would recommend that it has a roof or cover of some sort while you are not using it.

Is the dimentions of the bowl of the sink 15x15 inside to inside? or does the 15x15 account for the flange?

The flange dimensions are 15"x15". The bowl is approx. 10"x12".
