Can you leave the hangers in the holes, when the holder is in the folded position?

I haven't used it this way as it really doesn't appear to be ideal for this. Hangers may stay put but clothes will not likely hang well. Perhaps a single item that doesn't weigh much would hang alright. The "arm" is pushed up and then rests in a little slot so that it doesn't fall back down. Since it is plastic, it would probably not hold much weight in this position without breaking. When it is in down position, it does hold significant weight as the plastic arm is pretty heavyweight material.

Can this be used on a door?

If you used an appropriate screw with anchor system you could (anchor because most doors are hollow core). If solid door no issue at all and a good idea. We have 4 of them. :)

How much weight does this hold?

i can load 10 men's shirts and 2 jeans as i take them out of the dryer. i wouldn't plan to store that may indefinitely, as i did have one break with the weight. they are great and i have used them for years. i have 3 in my laundry room. one as they come out of the dryer, one by my ironing board to be ironed and another as i finish ironing them. great product!!!!!
