Have the issues been resolved with this blocking drains due to the paper not breaking down?

No not to my knowledge, we had the same issues when we first started using it. It doesn't anymore but we are far more careful with the amount we use when using this paper. So cant say it's due to the paper itself

Is the smell supposed to be so overpowering? It's like I've inhaled sun tan lotion.

I don't know...I've ordered these on a regular basis for a couple of years now, but I order the 2 ply, which are fine & I have ordered 3 ply when everyone started panic buying, mine were sold out & they were fine, but I would have thought 4 ply would go some way to blocking your toilet eventually. Sorry I can't be of much help, but you could contact the seller & ask to swap them for one of their other types.
