The seat height is adjustable from 11.8 inch to 14.2 inch (30-36cm). It is Suitable for height from 29” to 37.4” babies. Max Load: 55.11lbs.

There is no clamp for the seat, where is the clamp?

I'm not sure, honestly. If you are referring the seat clamp lever then there is not one. You have to use an Allen wrench to losen and tighten the screw to adjust seat height. If its the whole clamp then I would contact the seller to inform them you never received it. That is of it isn't on the frame or bike seat bar already. Sorry, I hope this helps.
