Q: Does it cut chipboard?

This is a very well built cutter. I use it to cut up to 8 sheets of paper at a time but have never cut chipboard. I believe it would handle things like the board used to mat pictures with no problems.

Q: How are you supposed to use the lock and still have the handle attached if handle blocks lock hole??

If you pull the end of the handle a little to the right it unlocks and so the same to lock it.

Q: Will it cut mat board?

Yes I believe so. But, there is a clamp like thing that come down with the blade. Just know that can’t be removed. I just finished cutting about 50 cardboard boxes with it. I feel the blade is sharp and tight enough to cut through your matte board. Even though matte board is a more dense material than card board.

Q: Can you replace the blade?

The blade sharpens when the edge loses it, it does not necessarily have to be changed
