China. Don't bother buying it .It wont beat egg whites ,whisks the wrong shape. It is rubbish.

Can the mixer be used on a stainless steel bowl ?

Not quite sure what your asking. The mixer is hand held but it can be used to mix ingrediants in a stainless steel or a plastic bowl... hope this helps...

Does this come with a balloon whisk as well?

It only comes with the two in the picture.
