Yes, it comes with a 0-90 ohm sending unit.

Q: Would this work for an outboard boat motor? If not do you have one that will?

Yes is would work. You will have to go to Parker Hose store and have them adapt a fuel line from the tank to your motor. You will also have to kkeep the tank upright with the lines on top.
