Where can I just get the watercolor shelf/palette with cover

The shelf is included and it is for water color also has a brush holder on the side. Also has a palette for water color that's hooks on the front of the easel. You'll have everything you need to paint.

What is the weight of the easel?

I'm not sure what the overall weight of the entire set is. The Tri-pod is a normal photography tir-pod and weighs about 5-10lbs. The easel part that attaches to the top weighs about 1lb. The tray that sits on the tri-pod legs weighs 1 - 1 1/2 lbs. Overall is a very sturdy set up and I've been very happy with it.

can this easel setup be used for pastels?with enough room to lay a reasonable number of them out??

I don't see why not. The plate that attaches to the head of the tripod can be placed in any position. The tray/pallet is very useful and should be enough space for your pastels.
