No, this is aluminum interior flexible conduit. You would need weather tight or seal tight Conduit for exterior use

What do you cut this with? Do I need to get a hacksaw, or will utility scissors do it?

Bend it sharply to split seam and then it can be cut with snips. This will produce a sharp edge - recommend male fittings for up to three #14 wire. I prefer to use BX cutter instead.
