Can this rug be folded to take on a flight without it being ruined?

Physically it can be folded, but I wouldn't recommend it; rolling it up would be your best bet to avoid damaging it if you are able.

Yes, just add some weights to corner and rug will flatten down

Is this big enough for a patio area? I know inside but I'm putting it outside.

It's bigger than a couch so if your outside is medium to large it's good for that, although I wouldn't put a white carpet outside
