can these be used on gutters that have leaf filter?

Can you show a picture of how they work on gutters that have leaf filter please? I am not seeing how they would work?

Not if you leave them out in the elements for the off season. I thought maybe I'd be able to just string my lights through them again this year, but I had to replace them. If you're trying to string through the loop at the bottom of the main clip, I'd say about half the clips from last year retained enough integrity; the rest were too brittle and snapped. As for the top/secondary clip that attaches to the main clip with a tiny plastic pin, every single one of those broke off at the slightest touch. (And that's for the ones that hadn't already broken off on their own at some point in the year.) Maybe they're reusable if you take them down after a couple weeks of use and store them until the following year.

Can these be slipped over the top of a wooden fence?

It would be stretching it, but there is enough width to fit over 5/8" thick fence slats. Just note that these were not specifically made to this and may be a one-use item. Also think about putting them up at temperatures above 40-45 degrees or the plastic break while putting them up. Best of luck.
