Are they ‘rain’ proof?

They seem to be . I have had this hanging outside in the high wind and rain and nothing has fallen off . The rain just drips off . The colour hasn’t faded either . So pleased with this purchase .

How many needed for wedding arch ?

You will need a ton of these. They are thinner and more sparse than in the picture. For the arch to look full you would need at least 50 depending on height and depth.

I would like to hang these on my bedroom ceiling how do I support it to hang?

It has plastic loops at each end of the plastic wire that runs the length of it. Ive used drawing pins through these to hang mine.
