Axle length is 100 mm but the working length depends on how far the wheels are pushed on.

Can I cut the axles and how do wheels secure to axles?

The wheels just push on to the axles and make a good interference fit. I’m sure you could cut the axles with a metal saw, but I’ve never tried.

Will these fit hotwheels or Matchbox size cars?

No these are much bigger. They would turn your hotwheels/matchbox car into a monster truck!!
