We live in Texas...can this statue handle the heat and cold?

I have the winter goddess by the same company. We applied her to a concrete base last year after I received her for Christmas and she has been in the garden ever since. She hasn't been out there for a hard, hard freeze yet, but she took the summer heat fine and looks wonderful. We live in the hill country and she's been out there for most of 2018 without incidence. She was bought specifically for the outdoors and the manufacturer suggests that it is indoor/outdoor and most pictured outdoors. I hope this helps.

Is this heavy enough to be outdoors in all kinds of weather?

No, this is definitely not that heavy. Decent amount of wind will flip it over. It's best for indoor or covered balcony/patio.
