My roof dents when leaning on it so unable to reach to apply. Would it be ok to apply this tape to the underside/ interior of the roof?

It really depends on the amount of water ingress you are looking to stop by applying this tape. My experience with a punctured water hose was very underwhelming.

Will this tape seal the outer drum on a washing machine

Gorilla tape might work , I bought some based on a review some years ago where the reviewer used gorilla tape to seal the outer drum of a washing machine and it was still sealed after six months , which is when the person gave the review . I have used it to hold trim around a car mirror and on the roof of a metal shed and it is still stuck and not leaking after several years . There is also a rubberised gorilla tape available but I'm not sure if it will cope with the heat in a washing machine
