No, it is a nice indoor/outdoor weave that feels like a carpet, not vinyl.

How can we get the rug to lay flat?

I took mine and rolled it opposite from the way it shipped. let it sit for a couple of days rolled in that manner. I then placed the rug in the desired location. This generally works for most area rugs. Maybe this will work for you. My rug lays flat.

Can you wash this rug in the washing machine or is it spot clean only?

It’s way too thick and heavy for a machine. This is definitely not machine washable. I’ve added a video including the washing instructions from the back label. Basically vacuum/sweeper shake to remove dust. Hose off to clean. Blot spills ASAP, and rotate rug twice yearly.

How do you get the rug to lay flat? any ideas? other have this issue?

I used it on my deck and that was never an issue. I do want to say that after just one season the rug began to fray. I was disappointed.
