Is this too complicated for a 18 month old

I personally would be nervous for an 18month old using this due to the letters are small enough to be put in their mouth but if not left unattended then could be useful for early recognition of words but wouldn't recommend for play without adult supervision, I think too complicated for an 18 month old to try to do indipendendly even with adult present but as mentioned could be useful to help early recognition.

I want to buy this letter puzzles toys as a birthday gift for my grandson. Is it suitable for 3 year olds?

I bought this puzzle for my granddaughter who was 4 years old at the time and found her to be more interested than she would have been at 3 years old, all children are different, but I would give it another 12 months.
