I have brown lowlights and blonde highlights. Is this safe to use with the brown? Will it fade the color quicker?

All it does is makes blonde a cooler tone. So any red, orange, or yellows will go away. It doesn't do anything for brown really, I just think it will take care of the warm tones. It won't fade color, just removes the warm. Even if you don't like the effect, a couple of washes and it will turn back.

whats toning and what exactly does it do for hair?

I am not a hair stylist but, a toner is different than a toning shampoo. I toner is a straight chemical and a toning shampoo takes out that yellowish color banana peel color and makes it more of a vibrant banana fruit blonde. A toner will take out the didn't leave in long enough brassy orange/yellow, where the shampoo takes out the yellow brass. The shampoo is easier on your hair.

My natualr hair is dark blond and I got highlights done 2 weeks ago. Some of them turned ashy which don't like. Will this shampoo help tone it?

It should but with most purple shampoo you don't always notice the difference until you use it a few times but I bleach my hair and have natural red highlight to my hair and I use it on a regular basis to tone out brassyness witch it dose help a lot it may lighten your natural hair a tad as well
