Couldn’t give an exact weight but certainly in excess of 30 kgs

Do the wheels have a brake

Yes they do just push the small button on each wheel to the down position to stop plant caddy from moving and the up position for free movement of each wheel. I always keep mine in the up position for ease of moving pots around on my patio when cleaning etc.

How do you attach the wheels?

The wheels have a threaded bolt, this pushes through the frame and a nut is screwed on to secure the wheel in position. A simple spanner is included in the pack.
