Is this stuff the same as Permatex bulb grease? (part No. 31824)

I'm pretty sure it's the same stuff only in a bigger and more economical tube rather than those little tubes when labled for bulbs. I use this"grease" on the threads to all my indoor light bulbs so than they will be easier to remove next time and I'm going to use it on automotive bulbs too.Both tubes are labeled "dielectric" .

Does it bond to the surfaces?

Doesn't bond like an adhesive if that's what you mean. It is a grease, lubricant, protective coating.

Is this heat conductive grease ?. can i use in boiler well sensor ?

It is formulated to withstand higher temperatures and it does not break down in the spark plug environment. Because it is non-conductive. Silicone Dielectric Grease is not the same as Thermal Grease. Silicone Dielectric Grease is a temperature resistant material used for lubrication and as a sealant to prevent corrosion.
