Yes, that's why they call it "washable." The old ink pens were notorious for leaking onto clothing, ruining an otherwise nice clean white shirt, so 'washable' ink was developed.

I'm not sure. The plastic cartridge appears to be quite durable, however. I'd use tap water to clean out the cartridge before filling with another color of Parker ink.
