I have a backrest bracket on my 09suzuki boulevard will i need to purchase a bracket

If your bracket is flat and bolts to frame not the top of the fender then you should not need a bracket. The trunk should bolt on to a secure bracket that is attached to frame. Brackets attached to fenders have to much play when the passenger applies pressure to truck.

Will this fit a 2014 Yamaha V*1300 deluxe

If your bike has a 9×9 luggage rack it will work. My rack was a little narrow so I drilled new mounting holes and adjusted for my wife's comfort.

Will it fit a 2002 HD ultra classic

We actually had it put on by a custom installer, I would contact someone and show them the specks and they could tell you yes or no
