I would say yes, but I would be looking to give them an extra coating, maybe Hammerite?

It depends on what kind of wall you are attaching the shelving bars to - brick, concrete block, timber frame (all covered with plaster/plasterboard of course). It also depends on the load there will be on the shelves. The very best thing to do is to call in at your local hardware shop and ask there, because they will be able to sell you the right size of screw for the use you want to make of the shelves.
