Cant see why not, but have only used on metal. Possibly may peel on a plastic surface.

Will this stop rust from coming through as well?

Treat any surface rust then the stove paint will seal it in.

No, this product is for metal. The instructions state, brush clean until metal clean and shiny. No grease on surface.
