Q: Is it possible to use this without running the fan?

YES! That was one of the reasons I bought it. I keep mine in the ECO setting and the fan only comes on if the temperature is well below your setting temp. Once the difference is less it doesn't even come on. I am very happy with mine and I heat a space about 18' x 24'. I've been keeping the thermostat set at 72°F and it's been keeping my room between 65° and 70°F while it's been in the teens every night.

Q: Besides the heating elements what material holds the heat? Oil?

No oil in this unit, it doesn't need it because it is always ON. In the ECO setting, it warms the room and then steps down the power to whatever is required to hold the temp you set. You would think that would make it burn more electricity, but actually by holding the room at the set temperature, the walls stay warm and less electricity is needed. Wonderful invention.

Case is metal. Very slight odor on initial start. Dissipates in short time. The heater works very well and is very cosmetically appealing compared to some. Wall or floor mounted.
