is this an abrasive that removes surrounding material or a filler?

From what I understand it is an abrasive. I tried it on my deeper scratches and it didn’t not work to fill them.

Will it work on eye glasses?

I'm sure it would. I don't think I would try it if your glasses have any coatings such as anti glare or scratch resistance. This would grind away any left on the glasses. It did work well on cleaning up scratches on my watch.
