Can you unlock them once looped thru to reuse?

Not really, there is not an easy way to release the tab that locks them. Basically one use only.

Do they break over time if used outdoors?

I've only used a few outdoors but none have broken or shown anysigns of wear and tear. I'm pretty happy with my purchase!

How tight a radius can they be tightened to?

most likely the smallest radius these zip ties can be used would be an 1 inch / 13mm as the locking tab is quite solid.

could I use this for sewing/corset boning?

You could use them and wrap them in electrical tape to not rip the fabric. I'm using these for my corset, so far so good!
