Yes the Carter's are all designed to be mounted from the top. They are cooled by fuel around the motor.

Does it come with the bracket and fittings

Definitely came with bracket and rubber mount bushings. I don't recall if it came with fittings, I believe it did come with straight fittings, but I needed to buy 90 degree fittings. Seems like a nice heavy pump. Installed on 440 Dodge motohome. Just use it to get it started after long term storage and in emergencies-t at carb. Run off engine fuel pump.

will it need a return line and is it self priming?

it is self priming and direct feed - i used it as an Onan replacement and it functioned flawlessly- there is no return line from the generator back to the the tank so I am gonna say no on the 1st part...
