This purchase is for a Dell M-18 computer with the compatibility dimensions of 17.5 in x 13.5 in x 3 in. Will it fit?

I believe you may be talking a tight fit here. My husband has a 15" Dell laptop and it fit very well and I know he had room on both sides but we returned the product because he needed something different and we purchased it last year so I forget exactly how much room was left over. If you placed it on a bit of an angle you could probably get it in there.

Will this fit in the overhead compartment an an airplane?

Yes. It can be “tippy” if you have a lot of weight in it. I used it for school with VERY heavy books. Love it
