Does this attach / stick to a plastic covering that’s placed on a table?

I’m not sure what you mean about a plastic covering. If you mean like a table cloth I would say no it won’t. It needs a flat smooth surface. It won’t stick to wood either.

Would this attach good to a laminate countertop we have bar stools up at our counter and my son makes a huge mess of the floor this would be perfect?

I would think so! It attaches very securely to our granite top. As long as the surface is clean and dry I don’t see why it wouldn’t.

My toddler can easily pick this off table.....why?

Yes. My experience as well. Didn’t work very well for me either. I tried multiple flat surfaces.

Would this work under a hook on high chair that doesn't come with a tray?

No, needs a hard surface to lay on. It’s like silicone.
