Yes, it does seem to remember. I haven't had a chance to use it yet but I just tested it. I turned it on, changed ounces to grams, and turned it off. When I turned it on again, it was still reading in grams.

Q: can you weigh container, then set to zero and add items to weigh?

Yes, I do this often. You press the right button once to turn it on. Place the container on the scale and press the right button again, which will zero out the scale.

Q: Hello, what setting would you put the scale on to weigh oil?

You should not use Fl oz or ml because those are volume measurements and the scale only measures weight so it has to make a conversion between weight and volume, which depends on density of the item being measured. Oil is less dense than water, so the scale will likely give you a lower reading than the actual volume you have. Best to use just oz or grams.
