Will you get splinters from the fiberglass if touched

No! I use them for golf practice and they work great...not a chance they'll produce any fiberglass splinters; maybe if you could break them, but the amount of force required to do that is well beyond the ability of most humans!! They are solid fiberglass rods and useful for marking the extents of your driveway in the snow as well as golf practice aids.

what is the diameter of the poles? 1/4, 3/8?

I just put them in this week, so went down the drive and measured... they are 3/8 of an inch thick.

Does wet heavy snow stick to the tape making the reflective tape useless for light reflection?

There is nothing on the reflective tape to make it less susceptible to snow sticking. But it is several feet above the ground, so snow plow debris is less likely to get that high. Also it is fairly small diameter, and wind driven snow is not likely to completely cover the tape all around the pole, so there would be some reflective angle remaining.
