Q: Can it be used for outer surface of boat motors?

Can't imagine it would hurt paint surfaces, might try it on inconspicuous area first. I use it to lube the large o'ring on the swimming pool filter housing.

Q: This come with a straw? Or at least accept a straw? I need to lubricate the inside of a car window channel.

I think it did. Excellent product for lubricating window channels and sliding door tracks

Q: is this 100% silicone?

Not really. There is a propellant that dilutes the Silicone which then evaporates.
