How long does this dry and can it be sanded after?

An hour until unworkable, 4ish hours until hard, 24 hours until fully cured. Can be sanded relatively well after 4 or 5 hours.

Is this more like ave's apoxie sculpt when it hardens or is it like procreate putty that feels somewhat rubbery?

This product is great, it best compares to Games Workshops green stuff. It hardens to the point, where it can be filed, sanded or carved. After mixing and before sculpting, allow 15 to 20 minutes to stiffen. Otherwise, it is too soft to work with.

can i use this to repair breaks in tomatoe tower wires?

This product is more used for crafting and miniature hobby builders. It's not actually a roll of tape is a strip of 2 part epoxy putty that you mix together. not sure it would stand up for outdoor use, especially on something that you may be moving around a lot. I would suggest getting some small gauge wire or possibly electrical tape if you just need to hold something together.
