Is it meant to look crinkley? I was expecting a smooth surface. It’s looking a bit cheap.

It is cheap. I think it is the cheapest peel stick on amazon. Yes, it has some texture. I would put it in a low traffic area. Please note that the lines are not going to be perfect. It did it’s job in a tiny 1/2 bathroom that I never use in our house. some of the tiles didn’t have the sticky in patches but it will work fine.

Is the darker color black or navy?

It is neither black nor navy blue. I purchased it thinking it was black, but next to actual black or charcoal, it looks like a dark midnight blue, it's darker than navy blue. The other colors are a true slate blue, a marigold gold tone (no shimmer) closer to bronze than gold, and a light gray.

Do these comply with the American Disability Act (ADA)?

I dont know it meets the ADA act, though I am disabled myself and did the work of placing the title down with no problems. It looks amazing and was easy to install.
