Is the tip breaking problem a very serious one? Or can I just go ahead and buy the lip liner?

Can the cap be secured onto the other end of the pencil?

I have the red NYX lip pencil. You can put the cap on the opposite end while you’re using it. The cap attaches to about a half an inch on the other end of the pin which stays on and it’s very secure. Hope this helps.
