Is there much difference in the amount of extra fabric at the bottom of the 6-18 month and universal size sacks?

I bought size 6-18 months for my kid since he was 2 months old and then I got 18-36 months when he turned 12 months. He is almost 18 months now, still using it fits well. There are enough extra farbric at the bottom for him to turn around if that's what you were asking.

What size should i get for a 14 months in early October? Baby is 30 inches, 26 lbs. Ideally we could get two winters use from one item.

What is the actual length of the fabric for each size sack? Not the length of the baby, but the length of the sack?

Baby is waking up multiple times legs/feet as well as arms are cold to touch. Room is 69/70, should I be using wool pjs underneath as well?
