Will this rip the paint off my wall ?

I used it on cardboard to make a backdrop for photos. The adhesive on this brand was very poor. It continued to bubble and come loose. I've used other brands of adhesive wall paper that were much better and look great. They seem to be a bit thicker and the adhesive seems stronger. They were a little more expensive but worth it for the much better quality. And I think that how the adhesive will affect your wall depends on the type and quality of the paint on the wall more than the adhesive on this paper.

Can this be used on a desk?

I think it would work on a desk. I used it on my kitchen counter. It has work out ok but I wish it was thicker.
