No. Any kind of vellum is delicate and not waterproof. Outside, your project would be damaged and discolored quickly by the rain and the sun.

How well does white ink show on the dark blue and scarlet?

White ink on a very dark blue should should well ,not sure on the scarlet. Usually thw white shows better on all darks.

Is this paper acid-free?

I am not sure if it is, but it does not say on the packaging Acid-Free, so I would assume that it is not.
