Are the cards in this deck completely random or are there specific cards in it?

Why are these decks so cheap ? Arnt these the semi new ones with the new mechanics ? Cardshops have them for 16 bucks why?

For me personally, as a seller, it's been really hard to sell them because people aren't buying them from my main shop, so I'm listing them on Amazon just to move them. Not sure why the main cardshops are charging 16 bucks because they only cause a handful of dollars to purchase at msrp. Seems like the local cardshops are upselling you.
