Is the pioneer app required to operate the stereo?

Yes and No. I use android auto. Which is great. You need the app to control the settings on the pioneer.

Does this play the radio without the phone?

Yes, however, I think all of the radio station favorites and such are controlled through the app so tuning would probably be cumbersome without your phone.
