Has any one Tried this on a solar panel

This is basically water with the impurities removed. This is used as a fluid for working Electronics, for example an envelope folding and inserter machine that seals envelopes needs water to get the glue wet. For solar panels you could use this, a garden hose, rainwater or whatever. That's just based on assuming you're trying to wash the panel. Other than that, read the manufacturer's recommendations for cleaning the panel.

Headline says 1 gallon. Description says 4 gallons. Which is it?

It comes with one gallon jugs, but you can purchase 4 gallons in a box like I have.
