Where are these made?

The makers mark is on the handle, it says Newness Focus on Stainless Steel. There is no country of origin on the utensils, but I found elsewhere that all Newness products are made in china

What is the mesh hole size? Is it 38 microns (400 mesh)?

I don’t know what 38 microns or 400 mesh stands for but if you are looking for a fine mesh, these are. I use these to skim particles from my soup base particularly the impurities from soup bones. Hope this helps!
