What is the outside sealing ring measurement? (easiest way to determine if it will fit/work) I need 8.5 inch

The outside measurement is 8.5 inches. So this should fit!

Which sealing ring will fit the 21 quart presto cooker

don't know about 21 quart but if you go to presto pressure cooker site should show parts for it I think ,the one I ordered was for a 3-4 quart cooker .should have enough info on the site if you have enough information as to the size or model number

I have model #A403A. The ring is bigger than the old ring, does anyone else have this problem?

The 09909 Presto™ sealing ring will fit your A403A model canner. If you have had difficulty installing a new sealing ring in the cover of your cooker, or you believe it is the incorrect one for the cooker you have, PLEASE READ CAREFULLY. It is normalSealing ring numbers that are 09901, 09907, and 09909. The sealing ring is designed to fit into the groove in a flat horizontal manner. The groove into which the ring fits should be thoroughly scoured with a stiff brush or steel wool. This is to be certain there are no bits of old sealing ring or other foreign material of any kind lodged in the groove which could interfere with proper installation of the new ring. In one spot, put the sealing ring in the groove. Hold that part with one hand. With the opposite hand, push the sealing ring in and down to compress the sealing ring into place. You may have to go around twice compressing the sealing ring in. for a sealing ring to seem to be 1½ to 2 inches too large. This seemingly excess sealing ring can be worked into the cover.
