What is the youngest age that can play this game?

10 is the most cards you get, but any word can be as small as 2 letters (or 2 cards really). I'd say 10 yrs. old, 8 maybe. Great game, and a great learning tool, just don't tell the kids that.

Do we need a dictionary to define legitimate words? Would kids be disadvantaged due to limited vocabulary?

We just use Dictionary.com on our smart phones to define words. It's a good idea to have it on hand because there are rules about challenging another player's word. Kids aren't at a disadvantage because of the method of play. As soon as we received the game, it became our friends' and family's favorite.
